  • Recommendation:

    THAT the report titled “Day of Mourning – April 28, 2026” dated April 27, 2026 be received into the record.

  • Recommendation:

    THAT Items 7.1 to 7.5 be adopted on consent. 

  • Recommendation:

    THAT the Minutes of the April 13, 2026, Special Council (to Close) meeting be adopted as circulated.

  • Recommendation:

    THAT the Minutes of the April 13, 2026, Regular Council meeting be adopted as circulated.

  • Recommendation:

    THAT the Minutes of the March 31, 2026, Delta Council / Delta Board of Education Liaison Committee meeting be received into the record.

  • Recommendation:

    THAT the correspondence from Delta Farmers Institute dated April 13, 2026, regarding marine operations in Canoe Pass Inlet, be received into the record.

  • Recommendation:
    1. THAT Delta Annual Rates and Tax Collection (Municipal) Bylaw No. 5751, 1999 Amendment Bylaw No. 8571, 2026 be given first, second and third readings (Attachment A).
    2. THAT Delta Annual Rates and Tax Collection (Other) Bylaw No. 5752, 1999 Amendment Bylaw No. 8572, 2026 be given first, second and third readings (Attachment B).
    3. THAT Tsawwassen Business Improvement Area Rates Bylaw No. 8573, 2026 be given first, second and third readings (Attachment C).
  • Recommendation:
    1. THAT first, second, and third readings be given to “Zoning Bylaw No. 7600, 2017” Amendment Bylaw No. 8499, 2025, as amended.
    2. THAT the owner satisfy the following requirements as a condition of final consideration and adoption of Bylaw No. 8499, as amended:
      1. Enter into Section 219 Covenant and provide associated securities for building design, landscaping and tree relation; and
      2. Provide an easement to allow reciprocal access over the shared driveways.
  • Recommendation:
    1. THAT first, second, and third readings be given to “Delta Zoning Bylaw No. 7600, 2017” Amendment Bylaw No. 8565, 2026.
    2. THAT the owner satisfy the following requirements as a condition of final consideration and adoption:
      1. Provide building design and landscape plans to the satisfaction of the General Manager, Development;
      2. Enter into Section 219 covenants and provide associated securities for building design, landscaping, tree retention and replacement, and development servicing;
      3. Provide a statutory right-of-way for a water meter chamber; and
      4. Provide a community amenity contribution of $16,000 in accordance with the Parks, Recreation and Culture Amenity Contribution policy.
  • Recommendation:

    THAT the City of Delta’s applications for the 2026 UBCM Community Excellence Awards for the following initiatives be endorsed by Council:

    1. Westham Island Bridge Response – Excellence in Governance; and
    2. Barns to Beaches Bike Route – Excellence in Service Delivery.

       

  • Recommendation:
    1. THAT the traffic safety enhancements recommended in this report be implemented.
    2. THAT a copy of this report be sent to the Delta School District.

       

  • Recommendation:
    1. THAT the previous Approving Officer appointment for City of Delta under Section 77 of the Land Title Act for Doreann Mayhew, General Manager, Facilities & Major Projects, be revoked.
    2. THAT Anne Berry, General Manager, Development, be appointed as Approving Officer for City of Delta, pursuant to Section 77 of the Land Title Act.
  • Recommendation:

    THAT staff be directed to advise Metro Vancouver that the City of Delta does not object to the Metro 2050 Type 2 Proposed Amendment – City of Maple Ridge (North 256 Street Industrial Lands Area Plan).

  • Recommendation:

    THAT staff be directed to advise Metro Vancouver that the City of Delta has no comment regarding the Metro 2050 Type 2 Proposed Amendment - City of Surrey (Hazelmere).

  • Recommendation:

    THAT the Mayor, on behalf of Council, provide a letter in support of funding applications for Delta Gymnastics Society’s “Seniors Can Move” program.

  • Recommendation:

    THAT the meeting adjourn.
