  • Recommended Motion:

    THAT the Agenda for the May 26, 2025 Regular Council meeting be endorsed.

  • Recommended Motion:

    THAT the Minutes of the May 5, 2025, Regular Council meeting be adopted as circulated. 

  • Recommended Motion:

    THAT the Minutes of the March 12, 2025 Hunting Regulation Advisory Committee meeting be received for information.

  • Recommended Motion:

    THAT the Minutes of the April 24, 2025 Agriculture Advisory Committee meeting be received for information. 

  • Recommended Motion:
    1. THAT Zoning Amendment Bylaw No. 8257 and Road Closure and Cancellation Bylaw No. 8256 be abandoned.

       

    2. THAT first, second, and third readings be given to Zoning Amendment Bylaw No. 8499.

       

    3. THAT first, second and third readings be given to Road Closure and Cancellation Bylaw No. 8477.

       

    4. THAT the Road Transfer and Exchange Agreement provided as Attachment F be received for consideration and that the amount of $1,005,000 be conditionally accepted for the purchase of the closed road dedication.

       

    5. THAT public notice of the intention to close and dispose of a 733 m2 (7,890 ft2) portion of road dedication as identified in reference plan EPP128656 attached to and forming part of Bylaw No. 8477 be provided in accordance with the Community Charter.

       

    6. THAT the owner satisfies the following requirements as a condition of final consideration and adoption:
      1. Provide a final landscape and tree planting plan;
      2. Enter into a Section 219 Covenant and provide associated securities for building design, landscaping and tree retention; and
      3. Provide an easement to allow reciprocal access over the shared driveways.
  • Recommended Motion:
    1. THAT first, second, and third readings be given to Zoning Amendment Bylaw No. 8494.

       

    2. THAT first, second, and third readings be given to Zoning Amendment Bylaw
      No. 8495.

       

    3. THAT the owners satisfy the following requirements as a condition of final consideration and adoption and permit issuance:

       

      1. Enter into Section 219 Covenants and associated securities for development servicing and building design to the satisfaction of the General Manager, Development;
      2. Provide road dedication for a 6 m x 6 m (20 ft x 20 ft) corner truncation and 1 m (3 ft) wide road allowance along 112 Street;
      3. Provide revised building designs and site plan with a maximum of one driveway access per lot to the satisfaction of the General Manager, Engineering; and
      4. Provide a community amenity contribution in the amount of $8,000 in accordance with the Parks, Recreation and Culture Amenity Contribution Policy.
  • Recommended Motion:
    1. THAT Temporary Loan Authorization Bylaw No. 8505, 2025 (Attachment A) be given first, second and third readings.
    2. THAT the General Manager, Finance and City Manager be authorized to execute all documents required to establish temporary borrowing with the Municipal Finance Authority of B.C.
  • Recommended Motion:

    THAT first, second, and third readings be given to Delta Fire Regulation Bylaw No. 5855, 2001 Amendment (Fire Safety Act and Permit Authority) Bylaw No. 8497, 2025.

  • Recommended Motion:

    THAT the application for a non-adhering residential use to permit additional temporary farm worker housing at 3660 41B Street be forwarded to the Provincial Agricultural Land Commission noting that the City of Delta supports the application.

  • Recommended Motion:

    THAT staff request the Minister of Housing and Municipal Affairs review existing legislation to allow greater flexibility in the timing of development cost charge collection and provide new mechanisms to secure collection at occupancy.

  • Recommended Motion:

    THAT approval is granted for relief from enforcement of Delta Noise Control Bylaw No. 1906, 1972, for up to 24 community based and private events at Harris Barn in 2025.

  • Recommended Motion:

    THAT the City of Delta’s applications for the 2025 UBCM Community Excellence Awards for the following initiatives be endorsed by Council:

    1. The Youth and Kids (YAK) Pass under the Excellence in Service Delivery category; and
    2. The Housing Our Future PLAN-A-THON under the Excellence in Governance category.
  • Recommended Motion:
    1. THAT the Mayor on behalf of Council send a letter to the Premier, and the Minister of Infrastructure, requesting clarification on the concerns outlined by the Union of BC Municipalities and the First Nations Leadership Council regarding Bills 14 and 15.

       

    2. THAT a copy of the letter be sent to the Hon. Ravi Kahlon, MLA for Delta North, and Ian Paton, MLA for Delta South.
  • Recommended Motion:

    THAT the meeting be closed in accordance with Section 90 of the Community Charter for:

    Item 3(a) - 90(1)(a)

    personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality;

    Item 3(b) - 90(1)(k)

    negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interests of the municipality if they were held in public;
