    THAT the Agenda for the January 19, 2026, Regular Council meeting be endorsed.

    THAT the Minutes of the December 8, 2025, Regular Council meeting be adopted as circulated. 

  1. THAT City of Delta enter into a three-year licence and sponsorship agreement with Harvest Festival Productions Inc. for the use of Paterson Park as a venue for the 2026-2028 Barnside Harvest Festivals.
  2. THAT the maximum festival site capacity for the Barnside Harvest Festival be set at 17,500 persons, subject to Harvest Festival Productions Inc. obtaining approval from Kwantlen Polytechnic University and satisfying all other applicable regulatory requirements and conditions of the agreement.
  3. THAT subject to the Event Organizers obtaining all required provincial permits, site-wide liquor sales be permitted at Paterson Park for the 2026-2028 Barnside Harvest Festivals as described in this report, and that City of Delta issue a letter of support to the BC Liquor and Cannabis Regulation Branch for such purpose.
  4. THAT relief from enforcement of Delta Noise Control Bylaw No. 1906, 1972 be provided for the 2026-2028 Barnside Harvest Festivals, as described in this report.
  5. THAT City of Delta provide a letter of support with respect to Harvest Festival Productions Inc.’s potential grant applications for the 2026-2028 Barnside Harvest Festivals.
  6. THAT the City Manager and General Manager, Parks Recreation & Culture be authorized to negotiate and execute the licence and sponsorship agreement and all related documents.
  7. THAT details of the City's sponsorship for the 2026 Barnside Harvest Festival be released publicly once a sponsorship agreement has been executed.
  8. THAT the recommendations of this report be released to the public at the next Regular Meeting of Council.

    1. THAT Parks Regulation Bylaw No. 8544, 2025 be finally considered and adopted.
    2. THAT Municipal Ticketing Information Bylaw No. 6639, 2007 Amendment Bylaw No. 8545, 2025 be finally considered and adopted.
    3. THAT Delta Bylaw Notice Enforcement Bylaw No. 7009, 2011 Amendment Bylaw No. 8546, 2025 be finally considered and adopted.
  • Recommendation:
    1. THAT Council direct staff to initiate the process to renew the Tsawwassen Business Improvement Area, in accordance with Section 213 of the Community Charter.
    2. THAT the details that are included in the Notice of Intention (Attachment B) to renew the Tsawwassen Business Improvement Area be approved.
    3. THAT Tsawwassen Business Improvement Area Bylaw No. 8555, 2026 be given first, second and third readings (Attachment C).
  • Recommendation:
    1. THAT first, second, and third readings be given to “Delta Zoning Bylaw No. 7600, 2017” Amendment (CDZ63 – LU009737) Bylaw No. 8552, 2025.
    2. THAT Section 219 Covenant CA6438335, which secures building design and tree retention, be discharged.
  • Recommendation:
    1. THAT first, second, and third readings be given to “Delta Zoning Bylaw No. 2750, 1977 Amendment (C.D. 495 – LU009905) Bylaw No. 8553, 2025”.
    2. THAT the Section 219 Covenant registered on the subject property under charge CA6981846 be modified to allow a hotel addition.
  • Recommendation:

    THAT staff notify residents of the proposed traffic calming enhancements on Gillespie Road and proceed with implementation in 2026.

  • Recommendation:
    1. THAT Council approve the establishment of a FIFA World Cup 26™ Soccer Fan Zone at Chisholm Street Wharf in Ladner Village for the duration of the tournament, including enhanced programming during Team Canada matches and the FIFA World Cup 26™ Final.
    2. THAT Council approve the establishment of a FIFA World Cup 26™ Soccer Fan Zone at the North Delta Recreation Centre for the duration of the tournament.
    3. THAT Council authorize staff to apply to the Province of British Columbia's 2026 Community Event Support Fund under the Public Live Match Viewing stream to offset eligible costs associated with the FIFA World Cup 26™ Soccer Fan Zones.
