ITEMS ARISING FROM CLOSED COUNCIL MEETING

7.1

At the October 6, 2025 Closed Meeting, Council endorsed the following resolution regarding Appointment of Senior Election Officials:

1. THAT Michelle Jansson, City Clerk be appointed as the Chief Election Officer for the 2026 General Local Election.
2. THAT Leslie Tuerlings, Deputy City Clerk and Jing Fernandez, Manager of Records, Information and Privacy be appointed as the Deputy Chief election Officers for the 2026 General Local Election.
3. THAT the foregoing recommendations be released to the public.

BYLAWS FOR FINAL ADOPTION

8.1

Final Consideration and Adoption of Bylaw No. 8533 for Pre-Zoning of Portions of the 72 Avenue Corridor

• Recommendation:

  THAT the report from the Development Department be received for information. 

• Recommendation:

  THAT Delta Zoning Bylaw No. 7600, 2017 Amendment (Pre-Zoning) Bylaw No. 8533, 2025 be finally considered and adopted.

Final Consideration and Adoption of Bylaw No. 8169 at 7759 115 Street

• Recommendation:

  THAT the report from the Development Department be received for information.

• Recommendation:

  THAT Delta Zoning Bylaw No. 7600, 2017 Amendment Bylaw No. 8169, 2023 be finally considered and adopted.

BYLAWS FOR FIRST, SECOND, & THIRD READING

9.1

Inter-Municipal Business Licence Fraser Valley to add Health Care Professionals and Services

• Recommendation:
  1. THAT Delta Inter-municipal Business Licence Fraser Valley Bylaw No. 8365, 2023, Amendment Bylaw No. 8534, 2025 be given first, second and third readings.
  2. THAT Delta Inter-municipal Business Licence Agreement Fraser Valley Bylaw No. 8535, 2025 be given first, second and third readings.
  3. THAT the Mayor and City Clerk be authorized on behalf of Council to execute the Delta Inter-municipal Business Licence Agreement Fraser Valley.

Cemetery Schedule Amendments - Municipal Ticketing Information Bylaw and Delta Bylaw Notice Enforcement Bylaw

• Recommendation:
  1. THAT first, second, and third readings be given to “Municipal Ticketing Information Bylaw No. 6639, 2007 Amendment Bylaw No. 8540, 2025”.
  2. THAT first, second, and third readings be given to “Delta Bylaw Notice Enforcement Bylaw No. 7009, 2011 Amendment Bylaw No. 8541, 2025”.

  THAT Items 10.1 to 10.3 be adopted on consent.

Proposed Telecommunications Tower at 6457 72 Street

• Recommendation:

  THAT the General Manager of Development send a letter to Innovation, Science and Economic Development Canada (ISED) confirming that the proponent, SLI towers Inc., has satisfied the public consultation requirements under the federal Radiocommunication Act for the proposed telecommunication tower at 6457 72 Street, Delta.

New Rezoning Application Received for a Stacked Townhouse Development on 52 Street and 7A Avenue

• Recommendation:

  THAT this report be received for information.

10.3

New Rezoning Application Received for a Six-Storey Seniors Affordable Rental Building with Community Centre on 54A Street

• Recommendation:

  THAT this report be received for information.
